GPO Changes

I've recently taken a new IT manager position and my predecessor deleted what little network documentation there was.  Is there a tool or procedure that will tell me all group policies that have been changed for the domain and all OUs?

I am no aware of any specific tool that can do that but maybe I misunderstood the question.  Can you clarify of what you meant by "a tool or procedure that will tell me all group policies that have been changed for the domain and all OUs" from what point in time?

I don't know of a simple way to do what you ask. A tech with a good understanding of AD and GPO administration can review your configuration and indicate what the status is.  If you upload some screenshots (with important information blacked out of course) we can attempt to prodivde you with some infomation. A review of your AD Users and Computers and Group Policy Management might tell a good story if expanded so some detail is shown. At a minimum its pretty easy to see whether is near default or heavily customized.
