I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I suggest you try DISM to repair the system functions.  See if that works.

Open cmd.exe with Run as Administrator.
DISM.exe /Online /Cleanup-Image /Scanhealth (takes 15 - 20 minutes).
DISM.exe /Online /Cleanup-Image /Restorehealth (takes 15 - 20 minutes).
Restart the computer and test.

If DISM did not work, you have two avenues of approach:

1. Call Microsoft Server Support and engage them. They may be able to reinstall Server Manager with tools and techniques they have that we do not.

2. Back up all the information very carefully and reinstall the Server operating system.
