delimit or any other Excel -like software to open, filter & pivot up to 50million recordsfreewarefreefr

Every month I have 2-5 million records csv files to filter & pivot.
Excel 2010/2013 can't open anything above 1 mil lines.

Does delimit do pivoting?  The csv contains various security
event signatures, so I'll need to get a count for each event
plus pair up source & destination IP addresses for each event
& get a count for each pair of IP addresses (of each event)

Doesn't have to be freeware but ideally less than US$30

Ideally the software runs on both Win XP 32bit & Win 7 64bit as I hv both laptops

Why don't you use PowerPivot as PowerPivot can easily handle this much of rows.
Once the file is added to the Data Model though PowerPivot you can create a Pivot Table with the data in then data model without an issue.
You can download the PowerPivot Add-ins to use it.
