Email Editing

We currently run Exchange 2013.  When users do a Forward or Reply on email there is usually an email trail below. Is there a tool or a way that I can put in place to stop users editing previous emails or email threads?

nope as it is a new message just with stuff copied from the original message.  And it is a good thing since many times having a message grow ad infinitum is a bad idea

You cannot stop them from modifing the Reply To Message. This is in place because sometimes the email thread might contain private or sensitive information and might need to be removed before sending to another person. However, the user CANNOT modify the originally sent message.

The user CAN modify the original mail. I'm doing that sometimes to add or remove details. Only if howsthatword is enabled in Exchange, the original is unmodifiable (I assume).
