Windows IIS and settings

I ran a security report on our site and it gave this recommendation:

Recommendations: Evaluate the ability to disable the creation of files with format "Windows 8.3 short name" (registry key HKLM\SYSTEM\CurrentControlSet\Control\FileSystem NtfsDisable8dot3NameCreation); Implement the tool URLScan (Microsoft) and setup as a filter [DenyUrlSequences] with simbol "~".

What would the impact of doing that be ?   What should I be aware of when doing ?

There should be no direct impact on your server.  Only older applications (presumably 16 bit applications) which use the short names with ~ will give you problems browsing for files.
