stop IE from updating on Windows 7 in domain environment

I have a user on network using a special industrial software that requires internet explorer 10 to be installed. Windows updates are being forced on the computer to install the updated version of IE. The user has to uninstall it every day (because the computer has to stay on). We tried adding registry edits to turn off internet explorer updates but the domain is somehow bypassing this.
So I think my fix should be in active directory. Where can I make one user exempt from updating internet explorer in AD?

Yes, I agree to use GPO.
But specifically how would I do it in GPO? There is the policy to allow IE users to turn off automatic updates in the help menu, but how would I apply that to only one user?
