Something like this might be easier when you have a 3rd party product in place. You still need to configure your Domain Controllers for Auditing. See my HowTo for setting up Active Directory Auditing.

We have very stringent audit requirements and use the 3rd party tool Change Auditor from Dell which does exactly what you are looking for and works great.
