If you will have more than of 200 GB of content in each wiki then you can set it up as a new collection.

But users at root site collection- it will be bit difficult for navigation to separate site collection ?
for specially -Knowledge base means what should be as a prototype ? please can you show some light on  this ?

You can also try using the Blog template. or you can build as below then the IT team can upload documents and include web reference links and the users will be able to access categories, reference materials,  rating system can be done,
