Grou Policy Templates for IE 10 & 11

Hi, I have followed directions on how to import Templates into DC 2003 and DC 2008 SP 2 and I am still unable to controll IE 10 and 11 Proxy settings. Any suggestions? Thank you

I created the registry keys but they are not being created on my Test VM PC. Any idea why?
