Where can I find the download for Oracle SQL*Plus for Windows?  I am looking for GUI version of SQL*Plus,

The GUI version stopped being available in 10g.  So unless you can find the 10g client or instant client, you cannot get it.

I hated when they did that but I find the command line version more flexible now that I made the move.  Give it a try.  You'll end up liking it much better.

I would go with the 12c Instant Client with sqlplus add on:

Oracle dropped supporting the GUI version of SQL*Plus for Windows, more than 10 years ago after database version 10.1.  If you still have an Oracle client version 10.1 (or earlier) the GUI version of SQL*Plus that was included with that can still work, at least through the Oracle11.2 database version.  Obviously any new database features that were introduced in or after version 10.2 (about 2003) will not be supported by an old GUI version of SQL*Plus.

Oracle now supports SQL Developer as a free GUI tool.  That has features similar to the TOAD tool.

Sql Plus is with the installation package for Oracle 7/8. To newer versions of Oracle, we can use Sql developer provided by Oracle. Or you can use Toad as well.

As mentioned above:  The windows GUI of sqlplus, sqlplusw.exe, was included up to 10g.

The command line version, sqlplus.exe, is still included in ALL versions.
