I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Try starting Outlook on Safe Mode to see if it runs. If so, go to Outlook options and disable add-ins and then try on regular mode.

Go to Control Panel , Programs and Features and repair Office from there.

Type "outlook.exe /safe" in run command box and hit enter. Outlook will be opened in safe mode, then go to advance setting section and disable third party plug-ins which are impeding Outlook to act properly and kill-off the issue as said by John.
