web script for website

Our website requires Use TLS 1.1/1.2 to be on in Internet Explorer to use a certain feature.

Some customers do not have this enabled and they get an error and cannot go on.   I was wondering if there is some code I could put in the page that would detect this error and let them know how to fix it?  

Code to give a message that they need to enable TLS 1.1 and 1.2 to continue?

No, you can't do that because the secure 'https' connection must be established before you can send any content.  Those that do not have TLS 1.1/1.2 or do not have TLS 1.1/1.2 enabled won't be able to make the connection for you to give them a message.
