Make PC screen only take up portion of 50 inch screen

My computer is connected to a 50" TV via an HDMI cable. I am running windows 7.

Is it possible for me to make the PC screen only take up for example 20 inches of the 50?

Also, I don't mean adjust the resolution, etc .. I simply want to make the PC display in a portion of the screen instead of the entire one

The only possible way I can think of is to use pip with the input from the PC as the PIP on the larger display.

My TV doesn't support PIP .. What about a device that takes multiple HDMI inputs and creates say for example 4 screens on one like a security monitor

If you can find such device and have it affordable, that would be an option.  Though my guess is that you want to have control over the resolution to make the data being viewed useable.

I've not looked at such devices, so can not/do not have such as an example.

Your looking for something like this,

I have no experience with it.   For the price, you're almost better off getting a TV with a PIP.   I have 3 Visio TVs all with PIPs.   I use my computer on the big screen and watch other inputs on the PIP, sometimes visa-versa (watch the computer do updates/reboot in the PIP).   I have a switch on the Visio remote which makes going back and forth very easy.

I also use a HDMI video splitter/switch (monoprice) which sends my computer to all 3 Visios in my home and a monitor in the kitchen.

You are looking at something like the device at http://www.amazon.com/HDMI-Encoder-Multiplexer-IPTV-Server/dp/B00KFS42II/ref=sr_1_16?ie=UTF8&qid=1437538461&sr=8-16&keywords=hdmi+multiplexer

You may have to use a a computer that will have a capture card that will have two or more hdmi/video inputs and it will as a CCTV or DVP, etc. will sample the signals and output them through a single HDMI feed to the TV and the app will have to be the one that can split the display as you want.
