Cleanining "Conflicts" folder

There are 5 GB of garbage in "Sync Issues" - "Conflicts" folder
I deleted it using "shift- delete"
Then I deleted OST file and let Outlook create a new one.
I got all messages back in "Conflicts" folder and the same huge OST file

How can I get rid of them permanently?

Exchange 2010 , Outlook 2007

Bring your outlook to online mode. Close Outlook. Delete OST. Launch your Outlook. Once everything is synced, put it back to Cached mode. See if the issue still exists.

I can't test if your solution as I already applied a retention policy and that fixed the problem.
