Cannot start Microsoft Office Outlook. Cannot open the Outlook window.

Here is the full error message:

Cannot start Microsoft Office Outlook. Cannot open the Outlook window. The set of folders cannot be opened. Errors have been detected in the file.
C;\Users\Username\AppData\Local\Microsoft\Outlook\Outlook.pst. Quit Outlook and all mail-enabled applications and the use the Inbox repair tool (Scanpst.exe) to diagnose and repair errors in the file. For more information about the Inbox repair tool see Help.

Question: Where do I find the Inbox repair tool?

it is located in your c:\program files (x86)\Microsoft Office\OfficeXX\ folder (replace XX with your office version (office 2013 = 14, office 2010 = 13, office 2007 = 12)

After upgrading from Outlook 2007 to Outlook 2013 and running that Inbox repair tool. I am almost there!
When Outlook boots up I now get the following message:
"The operating system is not presently configured  to run this application."

What does that mean?

I got Microsoft to look at the problem. They ran the fix tool. All is well.
