I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

This all depends on what the OU permissions are set to. If the user is allowed to "create" but not "edit" users then when the user creates a user in the OU they are set as the owner, which allows them to modify this speciific account they have created and not allowed to modify other accounts they did not create.

Access Denied is %99.9 a permission issue. Check the OU Permissions and change correct them.
