changing the textbox border color at run time

I would want my textbox border to change color when the text box gets focus and then back when it has lost the focus.
I am using visual basic .net

In the properties change the on exit to true. The textboxes will than have focus when the user clicks outside of the textbox. Use this event to change the color to what you want it to be.

You shouldn't need to handle an event for this; you can accomplish this all in CSS. Read up on the :focus pseudo-selector. You'll set up the "default" style on the element, and then set up a 2nd style attached to the ":focus" selector. On focus, the browser will automatically apply the style you set up with the ":focus" selector; on blur, it will re-apply the default style.
