Disk Quota and single file size in RedHat

Is it possible to limit the following in RedHat

1. a single file size shouldn't be larger than 100MB.
2. Total size for directories and folders should be larger than 800MB

Off the top of my head I don't know any solutions that can set quotas on files or directories, unless you create a file system, mount this to a directory and set a limit on the file system, that would be possible.

Disk quotas are possible of course, check here

In RedHat storage you could use Gluster for this, but that's not applicable here.
