Attached PDF's not arriving in emails

Have an issue where users are sending 'zipped' .PDF files to clients, but they are not being received. One user sent me a zipped .PDF and I could see the paper clip icon beside the senders name, indicating the email has an attachment, but there were no attachments in the email itself.

Also, the sent email is place into the SENT folder, and there is no error message, as if the attachment is, but isn't there.

OS is Windows 7 Pro, using Outlook 2010 via Exchange 2013

What happens if they try to send only PDF not making it as ZIP ? Are they able to send and receive other formats or its only happening with ZIP format.  ? . Do you recall making any changes which might have caused it to happen ?

Turns out my supervisor placed a firewall rule to omit all outgoing *.zip files without telling me. That's for your attention though. Appreciated.
