Building InfoPath forms and publisheing them to office 365

I am building forms with infoPath, however wanted to find out if there is a way I can have users who don't have a licenses in SharePoint to submit these forms. I have this forms write to a SharePoint list, but so far I can only see that you have to have licensing to submit this forms.

This specific form is a survey, so most user won't necessarily need SharePoint access. We are also thinking on publishing our employment application with this technology, but wanted to clarify the licensing before we go any further.

InfoPath has been retired. There are still infopath services for older SharePoint on-prem servers, but you'll have issues with O365. I wouldn't invest any time in making new InfoPath forms. And I would expedite moving existing forms to a new technology.

It's not gone yet.  Will be around in SP 2016.

In regards to licensing:

"....This form can only be opened in the browser if you have SharePoint Enterprise license. No exceptions here. If you don’t have enterprise licensing on your server then your users will require at least the InfoPath filler application (or InfoPath Designer application) on their machine to open up the form"
