Laptop speaker volume problem. Windows 7

The volume setting (task bar) could not be adjusted any more. It automatically moves to max which is too loud. How can I fix this?

As you can see on this image, a new modal horizontal screen is added with no means to adjust it or delete it.

Test two things:
-adjust the volume using the keys on your laptop
-find out what audio software is in control and use it to adjust.

How do I find what software is in control?

BTW, I tried to two radio stations on my laptop. With one of them, the radio site volume was adjustable (on the radio web site). But the other didn't.

Strange. It is gone now. I guess the fix was after I adjusted it via one of the radio stations I worked (adjusted) the volume. I am confused.

No, the slider was not stuck. I could lower it but soon after will go to max automatically.
