Hebrew -- English language change problem in Office 2013

Hi guys,

Windows 7 Enterprise x64 (English).
Office 2013 x86 (Hebrew + English)

When trying to change the language within Office apps, especially Outlook, the language icon in the tray does change, but the language does not.

I've tried the following:
Remove all other languages other than English - and then put them back (only Hebrew actually)
Office 2013 - Repair
Office 2013 - Hebrew language pack installation

Will highly appreciate your inputs, since it's really annoying...

Try a System Restore to a time before the problem started.

Run a repair install and choose "install international language packs".
If you need multiple language packs, then install all.
You will now have the option to switch between any language in the toolbar.
