In general, pass a 0 if the value is NULL, multiply times 100, and cast for however many numbers to the right of the decimal you want.
SELECT CASE WHEN .08251882 IS NULL THEN 0
   ELSE CAST( .08251882 * 100 as decimal(4,1) ) END as your_value

Try

select cast(.08251882 * 100 as decimal(15,2))
select cast(cast(.08251882 * 100 as decimal(15,2)) as varchar)+'%'
