Crystal Report Crosstab Issue

I have a cross tab report that is based on a SQL view  where inspection results are returned.  An inspection can get a rating of (Superior, Good, Adequate, Not Adequate, Poor).  The report groups the inspections together by municipality.  Not every municipality has poor ratings in their grouping.  I set up a grouping by Specified Order.  I would like all 5 groupings to appear even if there are no records for that grouping.  Is there a setting in Crystal that I can adjust to show all the groupings?  Do I need to modify the view somehow although I can't imagine how?

Any help or light on this matter would be greatly appreciated.

There is no setting in Crystal to get what you want.

You could add a table to the database that has the 5 ratings and use it as the master table.

Join your view to it with a LEFT OUTER JOIN and you would get all 5 ratings for all municipalities.
Change the report to group on the field from the ratings table
