I would like to know your recommendations of a helpdesk software with ticketing system and knowledge base for a good price (chat and mobile devices apps could be optional).

I use several products from the Zoho folks:

All of their products are cloud-based. One of their products is Zoho Support, which is a help desk product with a ticketing system:

They do have a Free version, but it has some limitations which may not work for you. If it doesn't, even their Professional version is reasonably priced:

In addition to being cloud-based, it has a customizable web portal and also a KnowledgeBase.

They also have mobile apps:

And a chat-like, social media app that they call Zoho Connect:

One of their other products that you may want to consider is Zoho CRM:

It is also reasonably priced and they even have an edition that's free for up to 10 users:

I use it myself and have deployed it at several small companies. I know of one small company that replaced the (relatively expensive) Salesforce CRM with Zoho CRM and felt that it was just as good.

There are many other Zoho modules that you may want to consider (take a look at their home page). All that I've tried are very good and reasonably priced, many with a free (but limited) edition.

Zendesk and Jira are both excellent helpdesk options, used them both in the past.
Zendesk is SaaS, Jira can be either SaaS or license based.
Both are on the high end of pricing.

We currently use WHMCS for billing & helpdesk. It does the job at a sane price.
