Table row not adjusting with rest of page

I am working with a table and I have attached a pic of 3 table rows and here is the code

<tr>
   <td align="center" colSpan="5">
     <hr noShade="noshade" SIZE="1">
   </td>
</tr>
<tr>
   <td align="center" width="20%"></td>
   <td align="center" width="60%" colSpan="3">
       <asp:validationsummary id="vldSummary" runat="server"  Height="58px" Width="958px" HeaderText="Please fix the following    errors:"  cssclass="vldSummary" ></asp:validationsummary>

   </td>
   <td align="center" width="20%"></td>
</tr>
<tr>
   <td align="center" width="100%" colSpan="5">
   <hr >
   <a style="BORDER-BOTTOM-STYLE: none; BORDER-RIGHT-STYLE: none; BORDER-TOP-STYLE: none; BORDER-LEFT-STYLE: none"
                                                            href="http://www.123.com">Home</a>
   <hr >
   <font face="Arial" size="1">
   <br>
   <br>
   <br>

   <br>
   <br>
   </font>
   </td>
</tr>

I need to have the 3 bottom <tr> to move with the height of the <tr> above it. When there are more then 1 Error then they stack up and I need to move the rows down to adjust

Im doing this in ASP.NET 2012

Thanks

PS - the cssclass="vldSummary" only sets the font size and weight

Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

does it work if u remove the hr?

I took out both <hr> the one above the Home link and the one below and now it just covers the home link with the second error message. If I can get the link to move down that would be good enough for now. Any suggestions?
