cineRender 14 (mac)

I have multiple users that use adobe CC.  My asset tracking software is telling me that cineRender 14 (mac) was installed.

Is CineRender 14 (mac) a free plugin for adobe CC?

I can't find any information on this on the net.

I have never used it myself, but according to Adobe, CineRender was installed by After Effects to work with 3D modeling programs.
