Enable Edit LInks in locked workbook

We already tried to write code to mimic the edit link but that isn't working well.  Now we want to try an enable the Edit Links functionality in a locked workbooks.  How can I do this with VBA?  Is there a control ID number (FindControls) for this feature?

We need to CHANGE SOURCE - this is disabled in a locked workbook.
