something with the partion on the new hard drive

I am putting Windows 7 svc pack 1 back on and then will upgrade from there. But it is saying that there is something wrong with the partition of the hard drive. I had a repair place put the hard drive in, I did not do it. Now I cannot get my operating system to down load to the hard drive. Very upset with this place. How do I go back and wipe out the hard drive so that I can repartition it as if it is just going in for the first time, so that I can get my os loaded.

Insert your Windows 7 boot up disc and reboot your computer.  Hit F12 upon rebooting and select Boot from Disk.  (If your computer is set to boot from disc first then you won't have to hit F12)

When you get to the setup, you can pick your partition and choose to delete it.  You can format it from there as well and it will set you up with a clean hard drive to install Windows 7 on.
