Outlook 2010 conditional formatting add button is greyed out and not available

I'm using Outlook 2010 and have  set up conditional formatting to highlight emails from certain people.  Recently I went to add a new one and the "Add" button is greyed out and not available.  I am able to delete and move up and down a current conditional format. I have attached a screen capture to illustrate.  I've "googled" and "binged" and searched here, but have not come up with the right words to find an answer.Outlook 2010 with Conditional Formatting Add Button Greyed Out

Thank you for the quick solution!  That was indeed the case.  I had 32 rules.  Once I deleted some the "Add" button came back.  I also did not know that rules could be combined.  That was the best part from your solution, because it is easier to add a person to a condition that it is to set up a new one.
