Outlook 2013 all the inboox Automatically go to to junk mail

hi everyone i have a problem All Inbox. User's come alone spam
i turn of all the rule and  nod 32 is off  Junk Mail filter off !
It does not happen the immediate Incoming mail to inbox  after a  few seconds
is go to delete itmes > junk
Would appreciate help thanks Din

Remove ALL rules in Outlook. Then in the Home Tab, go to Junk, pull it down and check the Options. Turn Junk mail OFF until you sort it out. Outlook does not do this by itself.

This is the situation at the moment
If there was a rules  why the mails coming farst to the inboox  Only after that is go to junk
if is outlook rules he will come straight to junk  
Am I right ??

If the email comes to Inbox and then Junk, it is almost for sure Rules somewhere. Rules work after the email comes in. The Outlook Junk filter works before the Inbox .

First uninstall Office completely, shut down, start up, install Office and make sure it is fully patched. Make sure your email is backed up before you do this.

Then, is this a POP3 system?  Try SCANPST.EXE on the local PST file and see if that helps.

Is this Exchange?  You may need to repair the mail file.
