"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Adobe (top of class)
Cute PDF
Foxit PDF
Nuance PDF

Foxit is probably worth looking at. I use, like, and swear by Adobe.

Adobe is clearly the best on the market, but for the money, Nuance PowerPDF will do pretty much everything you need at a fraction of the cost of the Adobe software.  PowerPDF 2.0 is being released this month and there are lots of emails floating around with deals.

Went with Pdf Annotator. Not recommended here, but does exactly what I need without all the bells and whistles of Acrobat
