How can I control what icons stay in the guest account dock running 10.9?

I've added Chrome and Open Office.  I have the guest account enabled so that when the user logs out all settings & files deleted.  How can I add Chrome and Open Office (both of which are installed in Applications folder) to the Dock so they will stay?  Thanks in advance.

The user template folder has a red circle with a white line through it.  How do I access this folder?
You need to access it as a root user.  It's best to open and copy the files into it via the command line rather than changing the permissions.

Run the following on the terminal command line as an admin user:
sudo cp  ~/library/preferences/  /System/Library/User\ Template/English.lproj/Preferences/

You will be prompted for your password.  It will not show on the screen.
