How can I control what icons stay in the guest account dock running 10.9?

I've added Chrome and Open Office.  I have the guest account enabled so that when the user logs out all settings & files deleted.  How can I add Chrome and Open Office (both of which are installed in Applications folder) to the Dock so they will stay?  Thanks in advance.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The user template folder has a red circle with a white line through it.  How do I access this folder?

You need to access it as a root user.  It's best to open Terminal.app and copy the files into it via the command line rather than changing the permissions.

Run the following on the terminal command line as an admin user:
sudo cp ~/library/preferences/com.apple.dock.plist /System/Library/User\ Template/English.lproj/Preferences/com.apple.Dock.plist

You will be prompted for your password.  It will not show on the screen.
