windows 7 doesn't like my desktop icons - wants to keep them blank

i have tried everything i know and nothing seems to resolve the issue.
i have taken and deleted the iconcache.db
i have killed explorer and even rebooted nothing solves the issue.
i have taken and ran a re-association for the file types with a registry key and nothing

Use System Restore tool to restore your computer to a date when the icons were working. This will restore any system files they may have been affected by this issue.

You need to check for malware and/or viruses because I've seen them hijack the desktop. Try running a scan with Malwarebytes Anit-Malware and see what it turns up.
Are these all icons (like those in Taskbar and shortcuts) or just some?  Do the shortcuts still work?  Do the files for the programs still have their icons?

This reference has a few more steps than just deleting iconcache.db

Or maybe it is the way you delete iconcache.db

do the icons show as bla,k, or are they not shown ?
if the latter , look here for turning system maintenance on or off :

there are icons on the desktop but they do not have associated images (thumbnails) to them.
it seems to only be with office
when you right click the blaknk icon, and select properties, can you change the icon?
I understand the blank icons are only those associated with Office.  
Do they work?  What happens if you create new Office shortcuts on Desktop?
You can Repair Office.  Control Panel|Programs and Features|scroll to Microsoft Office|Right click|Change|Repair|follow instructions.

Also if you right click the icons|Properties, you may be offered "Change Icon".  See if you can make an Office icon stick.
