COM registration problem

Attached are two screenshots that represent two COM objects that were written in Delphi.  As you can see one does not contain any registration info and it is not obvious looking at the TLB files that Delphi generates why that is the case.  Note the one that is missing the registration info was created with an older version of Delphi (not sure if that helps).   What else should I be looking at to get the registration working correctly?
