Outlook 2010 desktop alert rule not working

I have an Outlook rule of 'new item alert' that stops working randomly.  When it stops working I have to delete it and create a new one.  The new one will eventually quit too.  I also noticed every time I manage my rules it says there are both local and server rules.  Any ideas?

Yes the reason Microsoft changed that in 2010 was because many complained about that popping up all the time

Now we need to go thru hoops to get it to work
