I want to create a html table like my attachment file. Is this the right way?

Both the way (your and matt1237) we can draw table depending your need!

If you are creating page layout (using table) I would prefer your way as it contains inner table at the right side for the flexibility!

However this is quite old approach! I would recommend HTML DIV to partition layout!
