Journal Wrap error general question
I have a general question, I am working with a network that has one domain controller and about 5 other servers. The domain controller is currently in a journal wrap state (I know how to resolve this), my question is: can journal wrap errors cause network performance issues or any other issues on the network where only one domain controller exists? This question is out of pure curiosity.

So I can potentially see network issues such as slowness?

Even though you have single DC, the SYSVOL should work properly otherwsie you will get lot of issue in the network. The Journal Wrap error usually caused by corrupted FRS/DFS database. You need to rebuild it to get rid of this error.
Either Burfalg (FRS) or Authoritative (D2/D4) method can be used to rebuild the database.
