IMSS not relaying Emails to External Email Addresses

We created a policy in Trend Micro IMSS 7.1; if any Email is sent from to our office recipient, notification message has to be forwarded to (external address) and (internal address).  FYI, * is our office internal domain.

With the above rule, (internal address) is receiving the notificiation message.  However, (external address) is not receiving this notification message.

You should try to follow the full email conversation just before email from that gmail address is sent. That way you can trace what is going wrong with the conversation after that (to the other gmail addres). Maybe the IMSS server isn't even allowed to send out emails (firewall rule), or if it sends to another SMTP server first, the other SMTP server blocked it due to relay issues.
So either open the firewall to allow IMSS to send out emails
Allow IMSS relay access on the other SMTP server.

IMSS server is able to send out all other Emails.  Only the policy notifications is not relayed out.  The policy i meant is IMSS Policy in Trend Micro IMSS Console and not Firewall Policy.  Firewall is not blocking any emails.  Kindly check attachment FYR.
If what you say it true, then send an email from the telnet prompt to that gmail address on the IMSS server. Also send another email from telnet to that gmail address from the IMSS server to the Exchange server.

sending email from telnet is working for gmail address and also for exchange server.  However, policy notifications are not relayed out for external addresses.
Is it possible you try again, change the rule to send the notification only to the gmail address. After it works or not, we'll see what steps to take next.
