AD LDS for password resets?

Can AD LDS be used for carrying out password resets for AD user accounts? How can you configure that for it? Any special options to choose in the setup wizard?

Ok so a Domain Controller is the minimum for what I need? Back story is  an outside entity will need to  connect via LDAP over SSL over the internet to be able to issue password resets via their software. Its an after hours kind of thing they'll be hired to do. They don't need VPN and RDP, just access to achieve password resets with their software that requires the LDAP SSL.

Yes, password resets require connecting to a DC, either directly or indirectly.
