Can you find my phone

I lost my iphone yesterday. And my  "find my phone" is not turned on. And Verizon has locked my phone now to where no one can call or text my phone. Can you still locate my phone by its gps. And my phone battery may be dead by now.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Also, Apple has location services turned on by default with the phone and is not entirely related to "Find My iPhone".  You might be able to ask your cell phone provider if they have access (or if Apple has access) to the last location the phone was recorded on the phone.  See this for additional information.

"Find my Phone" should be used at the earliest opportunity. You didn't even have it turned on (stuck on lower iOS version?), so all is lost.
Even if you DID have the feature on: Verizon shut it down, no calls, no data services, the GPS can't report its location back to you even if it wanted. Then of course, you also mentioned it, the battery probably died by now too. How to send GPS coordinated through a broken data connection when there's no battery?
