Outlook 2010 - Remove ability to delete emails

Is there a way (GPO preferably) to not allow users to delete emails in Outlook 2010? Customer wants it so a user cannot delete any email whatsoever. Want to remove delete, dragging to trash, etc.

Users are not allowed to use OWA or mobile devices.

This cannot be accomplished. The only thing you can do is set a Legal Hold on the mailbox in question. A legal hold will put the email into a hidden folder "purges" folder where it will be kept until the legal hold has been removed.

Outside of that this cannot be accomplished.

Are Enterprise licenses or Office Pro Plus needed for Legal Hold?

Legal Hold or In-Place Hold does require an Enterprise CAL for this to be enabled on a mailbox. The below link outlines all of the features in a table between standard and enterprise.

Only if I do an in-place archive will I need Office Pro Plus then?

Where you see In-Place Archive you will see another (!) beside it. It will have a "learn more" link. Click that link and it will provide another table which outlines what versions of outlook are compatible with In-Place Archive.
