Unable to use additional RDS CALS on Windows server 2008R2

I installed an extra 5 RDS CALS onto my Server 2008 R2 so as to allow remote access for more than the standard 2 RDP Connections.  After installing the licenses, there seems to be no change apart from the additional licenses show up in the License manager.  Still only 2 RDP connections allowed.
Have I missed something?

Sounds like you haven't installed or perhaps not configured the RD Session Host role. Without it, you are still in admin mode.
