Samsung Galaxy S4 Port Forwarding?

Client has a Galaxy S4, used as a wifi hotspot to a TPLink router than can use the wifi hotspot from the phone as the WAN connection.

Looking to port forward for internal cameras to high range ports (1500+) from the phone to the router...

Thoughts appreciated on how to do this.  Phone could be swapped to an iPhone if preferred.
