I think you could be a bit confused, iSCSI and vMotion are different functions.

iSCSI Networking is used to connect to iSCSI Storage, vMotion is used to migrate VMs between Hosts.

iSCSI is configured on the Host Network Interfaces.

the above tutorials are applicable for all versions of ESXi.

Please let me know, if you do not understand, these articles show you how to create an iSCSI network, and the configuration required for iSCSI, it's actually the same for a vMotion network.
