Dynamics GP 2013 Smartlist Export to Excel Dropping Leading Zeros

We recently upgraded a customer to GP 2013 and now, when exporting a smartlist to Excel, the leading zeros in their item numbers are being truncated. (001...  becomes 1....).
We tried adding SmartlistEnhancedExcelExport=TRUE to the dex.ini file, but no help.
We tried an export solution to a formatted Excel file as shown in
but it did not work.
Has anyone found a solution to this issue?
