Exchange 2010 SP2 Install fails at Languages

Has been hung at Languages for an hour
The last file saved into the C:\ExchangeSetupLogs\ folder was this:

There is no anti-virus running on the Server
I have IEC turned off
There is plenty of disk space
I am logged into the console with an appropriate ID

2 hours later, it is still stuck here. Nothing reported in the Event Logs.

It was complaining about Access Denied when trying to edit the \PoisonMessage key. I added Full Control to Network Service and the Hub Transport service now stays running and mail flows.
