Exchange 2010 SP2 Install fails at Languages

The last file saved into the C:\ExchangeSetupLogs\ folder was this:
Start-PostFileCopy-20150806-2053090785321778018.ps1

There is no anti-virus running on the Server
I have IEC turned off
There is plenty of disk space
I am logged into the console with an appropriate ID

2 hours later, it is still stuck here. Nothing reported in the Event Logs.
