my cisco 1800 router can not allow telnet on my network. i want computers on my local network to be able to perform telnet.

You need to create user (example: cisco) with password (cisco)
# enable
# config t
# username cisco secret cisco

then you need to enable telnet
# line vty 0 4
# login local
#  transport input telnet
# access-class 50 in        <--- protect router that only local hosts can access

access-list 50 permit 192.168.0.0 0.0.0.255    <--- your local network address range should be instead 192.168.0.0 0.0.0.255
