How can I get my address book to transfer properly to a new computer?

My address book files have an extension of .dbx which I can't open in Outlook in my new Window 8.1 laptop.  I s there a way to get these to open?

where did they originate from "Windows Mail?"
Since there is no much details I will assume that Windows XP is old OS in this migration. The reason is that in Windows XP files with dbx extension are mail boxes itself (inbox.dbx, outbox.dbx). Actual address book is in separate file with .wab extension on location C:\Documents and Settings\<username>\Application Data\Microsoft\Address Book\<username>.wab. You can import address book content from that .wab file to your Outlook.
