It is actually confusing what you are asking.  

Are you asking if it is better to try and make money at web hosting, web development or cloud security?

For sure not web hosting.  This is not something to try and make money or manage on your own. Leave it to the major hosting companies and there have been plenty of discussions on this topic here.

both are different things... software development ... is a different thing but software developer can create security scripts.

security specialist is always in high demand...  if you are coming from software development and having excellent understanding of security concepts ... and can create scripts... etc. then you will be an Excellent Security Expert...

NO it is not.  

There is nothing wrong with managing hosting for your own clients.  I do that myself and it makes my life much easier and easier for them because they don't have to worry about anything.  But I charge good money for my time.

A developer might host with something they have to fully manage like digital ocean and can get away with paying $10/month.  Or there are plenty of shared hosting companies like 1and1, godaddy etc that include email and tech support.  Just dealing with email and tech support is a loosing proposition until you get thousands of accounts.  I don't know if they still do it, but godaddy used to have a reseller program wildwest domains. You only make a small percentage but godaddy does all the work.  In the end you are ahead.

For those that use wordpress, there are good hosts just for WP such as wpengine

Your other option is reselling cloud or dedicated hosting as your own.  Like I said, it is a large undertaking if you have to be the main point person for tech support.  

These other companies have it figured out and it is almost a commodity and service is what sets one apart from the other.  If you are ready to invest a lot of money in a data center and lots of staff for sales, support and server management and have a good idea what you are doing, go for it.  Otherwise, I say just manage your own web dev clients but don't try and make money with a handful of hosting only clients paying small amounts of money.

From Scott's post I conclude that if I start as a side business then I have to expand it otherwise it is not worth doing it. I can also add cloud services later on on this. Is that right Scott?

It's hard to do many things well as a side business, but trying to compete with a commodity that will require a lot of support, I see hosting for hosting's sake a loosing proposition.  

If you can be the developer, make your wage and move on. You still need to support but not to the degree you would has hosting.
